AN ACT
Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
act relating to the public school system, including certain
provisions applicable as well to private and parochial
schools; amending, revising, consolidating and changing the
laws relating thereto," in school safety and security,
providing for baseline.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of March 10, 1949 (P.L.30, No.14), known
as the Public School Code of 1949, is amended by adding a
section to read:
Section 1305.1-B. Baseline.
(a) Development.--No later than August 1, 2020, the
committee shall develop a baseline for school entities relating
to physical security, behavioral health and environmental
health.
(b) Physical security baseline.--The physical security
baseline shall include, but is not limited to:
(1) Appropriate door locks.
(2) Availability of blue boxes.

(3) Appropriate number of cameras.
(4) Appropriate number of metal detectors.
(5) Access to school police officers, school resource
officers or school security guards.
(c) Behavioral health baseline.--The behavioral health
baseline shall include, but is not limited to:
(1) Access to school counselors.
(2) Access to school nurses.
(3) Access to school psychologists.
(4) Access to school psychiatrists.
(d) Environmental health baseline.--The environmental health
baseline shall include, but is not limited to:
(1) Good air quality.
(2) Safe lead levels in drinking water and paint.
(3) No presence of asbestos.
(4) No presence of mold.
(e) Use of baseline.--Beginning no later than August 31,
2020, the committee shall prioritize funding requests under the
School Safety and Security Grant Program for school entities
that are below the physical security, behavioral health and
environmental health baselines established under this section.
Section 2. This act shall take effect in 60 days.
