AN ACT
Designating the bridge carrying State Route 2087 over the East
Branch Codorus Creek in York County as the Sgt. Christopher
M. Wrinkle and Tosca Memorial Bridge.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The Sgt. Christopher M. Wrinkle and Tosca Memorial
Bridge.
(a) Findings.--The General Assembly finds and declares as
follows:
(1) Sgt. Christopher M. Wrinkle was born February 3,
1982, in Washington, DC, and was raised in York County.
(2) Following graduation from Dallastown High School in
2001, Sgt. Wrinkle enlisted in the United States Marine
Corps.
(3) Sgt. Wrinkle graduated from the Marine Corps Recruit
Depot in Paris Island, South Carolina.
(4) Sgt. Wrinkle joined the 3rd Battalion 2nd Marines at
Camp Lejeune, North Carolina.

(5) Sgt. Wrinkle was a member of the Marine Corps Forces
Special Operations Command at Camp Lejeune, North Carolina.
(6) Sgt. Wrinkle was deployed to Afghanistan on July 1,
2011, and was assigned to the 2nd Marine Special Operations
Battalion, Marine Special Operations Company G and Marine
Special Operations Team 8221.
(7) While serving overseas, Sgt. Wrinkle's primary duty
was Special Operations Multi-Purpose K9 Handler.
(8) Sgt. Wrinkle passed away attempting to rescue his
service dog, Tosca, in a fire at their living quarters in
Herat Province, Afghanistan, on July 31, 2011.
(9) Sgt. Wrinkle earned several awards for his service,
including a Purple Heart, the Combat Action Ribbon, the
Afghanistan Campaign Medal, the Iraqi Campaign Medal, the
Global War on Terrorism Expeditionary Medal, the Global War
on Terrorism Service Medal and the Sea Service Ribbon.
(b) Designation.--The bridge carrying State Route 2087 over
the East Branch Codorus Creek in York County is designated as
the Sgt. Christopher M. Wrinkle and Tosca Memorial Bridge.
(c) Signs.--The Department of Transportation shall erect and
maintain appropriate signs displaying the name of the highway
designated under subsection (b) to traffic on either side of the
bridge.
Section 2. Effective date.
This act shall take effect in 60 days.
