A RESOLUTION
Designating May 28, 2020, as "Menstrual Hygiene Day" in
Pennsylvania.
WHEREAS, "Menstrual Hygiene Day" is a global advocacy
platform that brings together the voices and actions of
nonprofits, government agencies, individuals, the private sector
and the media to promote menstrual hygiene management for all
women and girls; and
WHEREAS, A lack of education and persisting taboos and
stigma, limited access to hygienic menstrual products and poor
sanitation infrastructure continue to undermine educational
opportunities for women, girls and those affected by
menstruation; and
WHEREAS, Poor menstrual hygiene impacts the overall health
and social status of women and girls and prevents millions of
women and girls from being able to realize their full potential;
and
WHEREAS, "Menstrual Hygiene Day" breaks the silence, raises

awareness and changes negative social norms around menstrual
health management; and
WHEREAS, "Menstrual Hygiene Day" engages decision makers to
increase the political priority and catalyze action for
menstrual health management at global, national and local
levels; and
WHEREAS, The German nonprofit WASH United first initiated
"Menstrual Hygiene Day" in 2013 and continues to serve as the
global coordinator for the event; and
WHEREAS, Menstrual hygiene impacts women and girls in all
areas of life, including at home, in school, at work, when
traveling and especially during times of climate, conflict or
natural disaster; and
WHEREAS, Women and girls miss out on education, work and
other opportunities in life when they cannot manage their
menstruation with normalcy and dignity; and
WHEREAS, Taboos and myths related to menstruation erroneously
portray women and girls as inferior to men and boys which
undermines gender equality and constitutes discrimination; and
WHEREAS, Period poverty, or the lack of access to menstrual
hygiene products due to affordability, is a problem that affects
1 in 5 American women; and
WHEREAS, Menstruation and ensuring universal access to
hygienic products and gender-sensitive facilities is a matter of
inclusion and equality; therefore be it
RESOLVED, That the House of Representatives designate May 28,
2020, as "Menstrual Hygiene Day" in Pennsylvania.
