A RESOLUTION
Recognizing the week of May 11 through 17, 2020, as "Stuttering
Awareness Week" in Pennsylvania.
WHEREAS, The National Stuttering Association celebrates
"National Stuttering Awareness Week" in May to celebrate,
educate and spread knowledge about stuttering; and
WHEREAS, Stuttering is a speech disorder that is neurological
and physiological in nature and is not an emotional or
psychological problem; and
WHEREAS, Stuttering is a complex disorder that touches the
lives of 70 million individuals around the world, 3 million in
the United States alone; and
WHEREAS, Approximately 1 in 30 children stutter at some point
in their life and at least one-quarter of children who stutter
do not outgrow the disorder; and
WHEREAS, Children who stutter are often teased and may
experience shame, guilt and fear of speaking situations; and

WHEREAS, Adults who stutter have been passed over for job
opportunities and promotions or have their skills and talents
overlooked due to misconceptions about stuttering; and
WHEREAS, Aside from speech therapy, building healthy
attitudes toward speaking and stuttering helps to reduce the
negative effects of speech therapy; and
WHEREAS, Individuals who listen can help end the stigma of
stuttering by refraining from asking the speaker to relax and by
listening patiently without conveying time pressure; and
WHEREAS, In 1988, President Ronald Reagan signed a
proclamation establishing the second week in May as "National
Stuttering Awareness Week"; therefore be it
RESOLVED, That the House of Representatives recognize the
week of May 11 through 17, 2020, as "Stuttering Awareness Week"
in Pennsylvania; and be it further
RESOLVED, That the House of Representatives recognize and
bring awareness to stuttering disorders in order to break down
stigmas and build healthy attitudes toward all Pennsylvanians
touched by the disorder.
