A RESOLUTION
Recognizing February 25, 2020, as "World Spay Day" in
Pennsylvania.
WHEREAS, Cats, dogs and other animals possess unique
personalities and provide faithful companionship for many
Pennsylvanians; and
WHEREAS, Not all owners of these companion animals have their
pets spayed or neutered, which allows for the birth of unwanted
animals; and
WHEREAS, According to the American Society for the Prevention
of Cruelty to Animals, approximately 6.5 million animals enter
shelters each year in our country; and
WHEREAS, Approximately half of these animals are adopted to
new homes; and
WHEREAS, Approximately 2.4 million healthy and adoptable cats
and dogs are euthanized in animal shelters each year because

insufficient resources exist to keep them alive until a suitable
home can be found; and
WHEREAS, An overwhelming majority of euthanized animals are
healthy and adoptable, yet still meet an untimely death; and
WHEREAS, Pet overpopulation costs public and private entities
millions of dollars annually through the implementation of
animal control and sheltering programs; and
WHEREAS, The practice of having a pet spayed or neutered at
the expense of the owner or through a subsidized spay and neuter
program has proven to be highly successful in addressing pet
overpopulation; and
WHEREAS, In an effort to promote the important role that
spaying and neutering can play in controlling pet
overpopulation, "Spay Day USA" was created in 1995 by the Doris
Day Animal League; and
WHEREAS, "World Spay Day" is now a program of the Humane
Society of the United States, Humane Society International and
Humane Society Veterinary Medical Association; and
WHEREAS, The continued observance of this day by a growing
number of public and private entities throughout the world in
each successive year has greatly increased the awareness and
efficacy of spaying and neutering as a means to control pet
overpopulation; and
WHEREAS, Veterinarians, national and local animal protection
organizations and private citizens join together once again in
2020 to advocate for spaying and neutering on "World Spay Day";
therefore be it
RESOLVED, That the House of Representatives recognize
February 25, 2020, as "World Spay Day" in Pennsylvania; and be
it further

RESOLVED, That the House of Representatives encourage
Pennsylvanians to have their pets spayed or neutered and support
programs in their communities that offer spay and neuter
services.
