A RESOLUTION
Directing the Legislative Budget and Finance Committee to study
the financial and administrative effectiveness of the
statutory provisions requiring autism spectrum disorders
insurance coverage.
WHEREAS, Autism spectrum disorders are complex
neurobehavioral disorders that develop in early childhood and
include impairments in social interaction, developmental
language and communication skills and rigid, repetitive
behaviors; and
WHEREAS, Although there is no cure for autism spectrum
disorders, early diagnosis and appropriate support as a child
can lead to an improved adult outcome; and
WHEREAS, Nationally, approximately 1 in 59 American children
are living with autism spectrum disorders; and
WHEREAS, More than 55,000 Pennsylvanians are living with
autism spectrum disorders; and
WHEREAS, The number of adults living with autism spectrum
disorders is expected to increase dramatically over the next few

years as adolescents age into adulthood; and
WHEREAS, Autism spectrum disorders have become an urgent
public health concern that is more common than previously
thought; therefore be it
RESOLVED, That the House of Representatives direct the
Legislative Budget and Finance Committee to conduct a
comprehensive study of the act of July 9, 2008 (P.L.885, No.62),
providing for autism spectrum disorders insurance coverage, to
determine how the duties specified in the act are being
implemented; and be it further
RESOLVED, That the committee report its findings and
recommendations to the House of Representatives no later than
November 30, 2020.
