A RESOLUTION
Recognizing the bravery and professionalism of the Philadelphia
Police Department during the events of August 14, 2019.
WHEREAS, On the afternoon of August 14, 2019, police officers
from the 39th District of the City of Philadelphia were
attempting to serve a narcotics warrant in the Nicetown area;
and
WHEREAS, In the process of serving this warrant, police
officers came under gunfire; and
WHEREAS, Police Officer Joshua Burkitt, a 2-year veteran
assigned to the 24th District, sustained a gunshot wound to the
left hand; and
WHEREAS, Police Officer Michael Guinter, a 12-year veteran
assigned to the Narcotics Strike Force, sustained gunshot wounds
to both arms; and
WHEREAS, Police Officer Shaun Parker, an 11-year veteran

assigned to the Narcotics Strike Force, sustained a graze wound
to the head; and
WHEREAS, Police Officer Nathaniel Harper, a 19-year veteran
assigned to the Narcotics Strike Force, sustained a gunshot
wound to the left leg; and
WHEREAS, Police Officer Ryan Waltman, a 12-year veteran
assigned to the 39th District, sustained a gunshot wound to the
right hand; and
WHEREAS, Police Officer Justin Matthews, a 3-year veteran
assigned to the 16th District, sustained a graze wound to the
left leg; and
WHEREAS, The police were successful in avoiding any civilian
casualties; and
WHEREAS, The police officers were able to successfully
evacuate several day care facilities that were operating in the
vicinity of the stand-off; and
WHEREAS, Philadelphia Police Commissioner, Richard Ross,
worked in tandem with Philadelphia District Attorney, Larry
Krasner, to attempt to deescalate the situation; and
WHEREAS, After a nearly eight hour stand-off, including
numerous negotiation attempts, the police used teargas to force
the suspect out of the home; and
WHEREAS, The police were able to apprehend the suspect
without injuring him; therefore be it
RESOLVED, That the Pennsylvania House of Representatives
recognize the bravery and professionalism of the Philadelphia
Police Department during the events of August 14, 2019; and be
it further
RESOLVED, That the House of Representatives honor the efforts
of all officers involved; and be it further

the 39th District of the Philadelphia Police Department, 2201
West Hunting Park Avenue, Philadelphia, PA 19140; and be it
further
RESOLVED, That a copy of this resolution be transmitted to
the Philadelphia Police Department Headquarters, 750 Race
Street, Philadelphia, PA 19106.
