A RESOLUTION
Recognizing the month of May 2019 as "National Stop the Bleed
Month" and May 23, 2019, as the second annual "National Stop
the Bleed Day" in Pennsylvania.
WHEREAS, Blood loss can cause death within five minutes of a
traumatic injury; and
WHEREAS, This timeline is shorter with an arterial bleed,
which can cause death in as little as three minutes; and
WHEREAS, Shock, organ failure, tissue damage and infection
are complications of uncontrolled bleeding; and
WHEREAS, Every individual in this Commonwealth is at risk for
traumatic injury; and
WHEREAS, Bleeding control is a first-line measure in early
trauma care; and
WHEREAS, When immediate responders are required, bystanders
must be prepared to assess the seriousness of a bleed and know
the best action to stop or slow it; and
WHEREAS, Registered instructors nationwide conduct free Stop

the Bleed training sessions and workshops for the general
public; and
WHEREAS, Training includes instruction on the contents of
bleeding control kits, simulation of injuries and practical
demonstrations of tourniquet use, wound packing and direct
pressure; and
WHEREAS, With training on bleeding control techniques and the
impact of physical trauma, immediate responders at the scene of
an emergency or disaster can make a difference in saving life
and limb; therefore be it
RESOLVED, That the House of Representatives recognize the
month of May 2019 as "National Stop the Bleed Month" and May 23,
2019, as the second annual "National Stop the Bleed Day" in
Pennsylvania.
