A RESOLUTION
Recognizing May 25, 2019, as "National Missing Children's Day"
in Pennsylvania.
WHEREAS, Between 1979 and 1981, a series of high-profile
missing children cases and 29 murders of children and young
adults in Atlanta, Georgia, brought attention to the lack of
coordinated efforts among Federal, state and local law
enforcement to search for missing children; and
WHEREAS, In 1982, the Missing Children Act (Public Law 97-
292, 96 Stat. 1259) was enacted, allowing information on missing
children to be entered into the Federal Bureau of
Investigation's National Crime Information Center database; and
WHEREAS, In 1984, the National Center for Missing and
Exploited Children (NCMEC) was created; and
WHEREAS, NCMEC partners with the United States Department of
Justice to help law enforcement find missing children, eliminate

child sexual exploitation and prevent child victimization; and
WHEREAS, According to NCMEC, 424,066 children were reported
missing in 2018; and
WHEREAS, Of these cases of missing children, more than 23,500
were runaways and one in seven were likely victims of child sex
trafficking; and
WHEREAS, In Pennsylvania alone, 129 children were reported
missing; and
WHEREAS, During the last 35 years, NCMEC's national toll-free
hotline has received more than 4.8 million calls; and
WHEREAS, NCMEC has assisted law enforcement in the recovery
of 290,000 missing children since being founded; therefore be it
RESOLVED, That the House of Representatives recognize May 25,
2019, as "National Missing Children's Day" in Pennsylvania; and
be it further
RESOLVED, That the House of Representatives urge local
governments, communities and law enforcement throughout this
Commonwealth to participate in the protection of children and
educate children about child abduction and sexual exploitation
and how to respond and seek help.
