A RESOLUTION
Amending the Rules of the House of Representatives to provide
for budget-related legislation.
RESOLVED, That the Rules of the House of Representatives be
amended by adding a rule to read:
RULE 71(a)
Budget-related Legislation
After the beginning of a fiscal year, the House may not
consider any bill or resolution other than the General
Appropriation Act and any legislation necessary to implement a
balanced budget, unless the legislation necessary for
implementing a balanced budget for the commencing fiscal year
has been enacted.
