A RESOLUTION
Recognizing the 230th anniversary of the election of
Pennsylvania's Frederick Muhlenberg as the first Speaker of
the United States House of Representatives on April 1, 2019.
WHEREAS, Frederick Augustus Conrad Muhlenberg was born in
Trappe, Pennsylvania, on January 1, 1750, and followed in his
father's footsteps to become a Lutheran minister; and
WHEREAS, Due to political instability and financial
constraints, he became a member of the Continental Congress in
1779; and
WHEREAS, Mr. Muhlenberg served in the very first four United
States congressional sessions and was elected as the first
Speaker of the United States House of Representatives on April
1, 1789, and later served as Speaker of the Third Congress from
1793 to 1795; and
WHEREAS, Under Speaker Muhlenberg's leadership, the First
Federal Congress established many Federal departments that are

essential to the function of our nation today; and
WHEREAS, These departments include the State Department,
United States Department of the Treasury, Department of War, the
Federal Judiciary and the First Bank of the United States; and
WHEREAS, Mr. Muhlenberg demonstrated his dedication to
service in many of his other roles, including Speaker of the
Pennsylvania General Assembly, Montgomery County's first
Recorder of Deeds and Register of Wills, Justice of the Peace
and as a delegate to and President of the Pennsylvania
convention to ratify the Constitution of the United States; and
WHEREAS, Mr. Muhlenberg presided over the passage of the Bill
of Rights and was the first signatory; and
WHEREAS, In addition to his many accomplishments, Speaker
Frederick Muhlenberg passed laws providing for the first Census,
naturalization, patents and copyrights, which have a profound
impact in the present day; and
WHEREAS, Complimenting his achievements, Speaker Frederick
Muhlenberg has a special connection to the 146th District due to
the fact that his historic home is now a museum known as "The
Speaker's House"; therefore be it
RESOLVED, That the House of Representatives recognize the
230th anniversary of the election of Pennsylvania's Frederick
Muhlenberg as the first Speaker of the United States House of
Representatives on April 1, 2019; and be it further
RESOLVED, That the House of Representatives honor Frederick
Muhlenberg for his many contributions and leadership, which have
shaped the course of United States history.
