A RESOLUTION
Amending a temporary Rule of the House of Representatives,
adopted March 16, 2020, relating to mass communication; and
adopting a temporary Rule of the House of Representatives
relating to members' and employees' expenses.
RESOLVED, That this resolution amends a temporary Rule of the
House of Representatives adopted March 16, 2020; and be it
further
RESOLVED, That the temporary rule amended and adopted by this
resolution applies notwithstanding provisions of the Rules of
the House of Representatives; and be it further
RESOLVED, That mass communication, excluding newsletters and
similar mailings of more than 50 pieces a day in which the
content of the matter is substantially identical, shall be
permitted during a restricted period if the mass communication
is limited to information directing constituents to public and
private resources and services available to mitigate the impact
of the state of disaster emergency declared March 6, 2020; and
be it further
RESOLVED, That a mass communication authorized by the

temporary rule amended by this resolution shall be used solely
for legislative purposes and shall not be used for any campaign
activity; and be it further
RESOLVED, That the Committee on Ethics of the House of
Representatives may receive complaints against members alleging
a violation of the temporary rule amended by this resolution as
a complaint alleging unethical conduct as provided in House Rule
3E; and be it further
RESOLVED, That all requests for reimbursement out of any
appropriation payable to a member, nonmember officer or employee
shall be void if not submitted within 180 days of the date that
the otherwise allowable expense is incurred for any and all
otherwise allowable expenses. This Resolved Clause shall apply
to a request for reimbursement of an expense incurred beginning
January 1, 2020, and ending 180 days after the declaration of
disaster emergency issued by the Governor on March 6, 2020, is
terminated by executive order, proclamation or operation of law;
and be it further
RESOLVED, That, unless amended or revoked by the House of
Representatives, the temporary rule amended by this resolution
shall expire upon expiration of the temporary rule of the House
of Representatives adopted March 16, 2020.
