AN ACT
Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
act relating to the public school system, including certain
provisions applicable as well to private and parochial
schools; amending, revising, consolidating and changing the
laws relating thereto," in miscellaneous provisions relating
to institutions of higher education, providing for drug,
alcohol and polysubstance use, abuse and overdose reporting.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of March 10, 1949 (P.L.30, No.14), known
as the Public School Code of 1949, is amended by adding a
section to read:
Section 2002-I. Drug, alcohol and polysubstance use, abuse and
overdose reporting.
(a) Duty to report.--An institution of higher education
shall collect, post and periodically update on the publicly
accessible Internet website of the institution of higher
education the following information relating to each campus of
the institution of higher education:
(1) The number of fatalities due to drug, alcohol or

polysubstance abuse by students.
(2) The number of emergency calls related to alcohol,
drug or polysubstance abuse by students and specificity as to
each type of abuse.
(3) The number of emergency transports of students to
local hospitals secondary to the emergency calls.
(4) Data regarding emergency calls for events in which
Narcan was administered to students, but no further treatment
was provided.
(5) The count of Narcan distributed by the institution
of higher education to students.
(6) The number of the events involving drug, alcohol or
polysubstance abuse by students that are considered to be
under a medical amnesty policy of the institution of higher
education.
(7) The number of events involving drug, alcohol or
polysubstance abuse by students occurring at the same
address.
(b) Definition.--For purposes of this section, an
"institution of higher education" means a State-owned universi ty
that is part of the State System of Higher Education, a State-
related university, a community college that is a member of the
Pennsylvania Commission for Community Colleges and an
independent or private college or university that receives an
appropriation or money from the Commonwealth.
Section 2. This act shall take effect in 60 days.
