AN ACT
Amending Title 35 (Health and Safety) of the Pennsylvania
Consolidated Statutes, in COVID-19 disaster emergency,
providing for notice of change shortage and retail
implications.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 35 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
ยง 5703. Notice of change shortage and retail implications.
All retailers in this Commonwealth must provide notice of
preferred payments for retail items in a conspicuous location of
the retail location, including notice as to whether exact change
from a cash transaction can be provided to the customer. The
following shall apply:
(1) If a retailer cannot provide exact change to a
customer, the retailer may issue a store credit or gift card
in the amount of the difference between the transaction total
and the cash change amount the retailer is deficient.

(2) If a retailer does not issue a store credit or gift
card under paragraph (1), the retailer must round the
transaction total down to the nearest dollar, after tax, if
any.
Section 2. This act shall take effect in 60 days.
