AN ACT
Amending the act of June 13, 1967 (P.L.31, No.21), entitled "An
act to consolidate, editorially revise, and codify the public
welfare laws of the Commonwealth," in public assistance,
establishing the SNAP Healthy Bucks Incentive Program.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of June 13, 1967 (P.L.31, No.21), known
as the Human Services Code, is amended by adding a section to
read:
Section 405.1C. SNAP Healthy Bucks Incentive Program.--(a)
There is established in the department a program which shall be
known as the SNAP Healthy Bucks Incentive Program. The
department, in conjunction with the Department of Agriculture,
shall administer the program. The program shall provide a
benefit reimbursement of fifty cents (50¢) to a SNAP participant
for every one dollar ($1) of SNAP benefits redeemed by the SNAP
participant for the targeted food items specified under
subsection (b).
(b) The targeted food items eligible for a benefit

reimbursement under the program must meet the criteria specified
in the definition of "food" in section 3(k) of the Food and
Nutrition Act of 2008 (Public Law 88-525, 7 U.S.C. § 2012(k))
and shall be any of the following:
(1) Fruits and vegetables, whether fresh, frozen or dried.
(2) A product under the act of April 28, 1937 (P.L.417,
No.105), known as the Milk Marketing Law.
(3) An agricultural commodity designated with the
Pennsylvania Preferred® trademark.
(c) Benefit reimbursements received under the program shall
be capped per month for each SNAP eligible household as follows:
(1) For households with no more than two individuals, forty
dollars ($40).
(2) For households with no more than five individuals, sixty
dollars ($60).
(3) For households with six or more individuals, eighty
dollars ($80).
(d) The mechanism for delivering benefit reimbursements
under the program shall be determined by the department, in
conjunction with the Department of Agriculture.
(e) The department, in conjunction with the Department of
Agriculture, shall use all of the following for benefit
reimbursements under the program:
(1) Money appropriated by the General Assembly for benefit
reimbursements under the program.
(2) Any other money made available for benefit
reimbursements under the program by Federal appropriation,
donation or from any other source.
(f) As used in this section, the following words and phrases
shall have the meanings given to them in this subsection:

" Program" means the SNAP Healthy Bucks Incentive Program.
" SNAP" means the Federal Supplemental Nutrition Assistance
Program.
Section 2. This act shall take effect in 90 days.
