AN ACT
Amending the act of August 7, 1963 (P.L.549, No.290), entitled
"An act creating the Pennsylvania Higher Education Assistance
Agency; defining its powers and duties; conferring powers and
imposing duties on the Governor, President Pro Tempore of the
Senate, Speaker of the House of Representatives,
Superintendent of Public Instruction and the Department of
Auditor General; and making appropriations," providing for
suspension of interest payment collection during state of
disaster emergency.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of August 7, 1963 (P.L.549, No.290),
referred to as the Pennsylvania Higher Education Assistance
Agency Act, is amended by adding a section to read:
Section 4.4. Suspension of Interest Payment Collection
During State of Disaster Emergency.--Notwithstanding any other
provision of law to the contrary, beginning on the effective
date of this section and ending sixty days after the
proclamation of disaster emergency issued by the Governor on
March 6, 2020, published at 50 Pa.B. 1644 (March 21, 2020), and

any renewal of the state of disaster emergency is terminated or
expires under 35 Pa.C.S. ยง 7301(c) (relating to general
authority of Governor), the agency may not collect interest in
connection with payment on loans issued to borrowers under this
act.
Section 2. This act shall take effect immediately.
