AN ACT
Amending Title 35 (Health and Safety) of the Pennsylvania
Consolidated Statutes, in Commonwealth services, providing
for golf course operation during COVID-19 disaster emergency.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 35 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
ยง 7309. Golf course operation during COVID-19 disaster
emergency.
(a) General rule.--Notwithstanding the provisions of this
chapter or any other provision of law to the contrary, a golf
course may operate during the COVID-19 disaster emergency if:
(1) The clubhouse remains closed to golfers and other
patrons.
(2) A no-contact form of payment is offered.

(3) A golfer is permitted to carry the golfer's clubs or
use a push cart.
(4) When a golf cart is used, only one golfer is
permitted per cart.
(5) Golf carts are sanitized after each use, including
the steering wheel and all other touch points of the cart.
(6) All golfers and employees wear masks and follow
social distancing guidelines provided by the Centers for
Disease Control and Prevention.
(7) Safety precautions are instituted around each hole.
A golf course shall elevate the liner of the cup above ground
level or take other precautions so that the ball does not
fall down into the cup.
(8) The golf course uses and enforces the safe play
guidance issued by the United States Golf Association.
(9) Golfers are prohibited from removing or touching a
hole flag for any reason.
(10) Golfers are prohibited from touching communal
equipment throughout the course, including, but not limited
to, ball washing stations, bunker rakes or other communal
equipment.
(11) All practice facilities remain closed.
(b) Definitions.--As used in this section, the following
words and phrases shall have the meanings given to them in this
subsection unless the context clearly indicates otherwise:
"COVID-19 disaster emergency." The proclamation of disaster
emergency issued by the Governor on March 6, 2020, published at
50 Pa.B. 1644 (March 21, 2020), and any renewal of the state of
disaster emergency.
Section 2. This act shall take effect immediately.
