AN ACT
Amending the act of June 25, 1982 (P.L.633, No.181), entitled
"An act providing for independent oversight and review of
regulations, creating an Independent Regulatory Review
Commission, providing for its powers and duties and making
repeals," providing for regulatory transparency portal.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of June 25, 1982 (P.L.633, No.181), known
as the Regulatory Review Act, is amended by adding a section to
read:
Section 11.1. Regulatory transparency portal.
(a) The commission shall develop and maintain a regulatory
transparency portal on the commission's publicly accessible
Internet website with information relating to the regulations
promulgated by agencies under this act.
(b) The regulatory transparency portal shall:
(1) Allow users to search for proposed or final-form
regulations promulgated by agencies.
(2) Show the history of proposed regulations and the

latest action taken on proposed regulations.
(3) Demonstrate through visual aids where regulations
are in the regulatory process .
(4) Provide access to the public comments sent to the
commission.
(5) Provide access to any supporting documentation
provided to the commission on regulations sent to the
commission by agencies.
(6) Provide updates directly to users of the regulatory
transparency portal whenever actions are taken on
regulations.
(c) Each agency shall provide the commission with any data
required for the operation of the regulatory transparency portal
in a file format specified by the commission.
Section 2. This act shall take effect in 90 days.
