AN ACT
Providing for the PA Second Chance Jobs website and for powers
and duties of the Department of Labor and Industry.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Short title.
This act shall be known and may be cited as the Pennsylvania
Second Chance Jobs Act.
Section 2. Definitions.
The following words and phrases when used in this act shall
have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Department." The Department of Labor and Industry of the
Commonwealth.
"Formerly incarcerated or convicted individual." An
individual who has been convicted of a misdemeanor or felony
offense.

"PA Second Chance Jobs." A searchable publicly accessible
database of job openings of employers willing to hire a formerly
incarcerated or convicted individual.
Section 3. Searchable database.
(a) Development and maintenance.--No later than July 1,
2020, the department:
(1) shall develop, implement and maintain PA Second
Chance Jobs; or
(2) may coordinate a partnership or cooperative
agreement with other State agencies to develop, implement and
maintain PA Second Chance Jobs.
(b) Search function.--PA Second Chance Jobs must allow a
member of the public to search for available job openings with
all of the following subject terms:
(1) Name of the employer.
(2) Job title.
(3) Keyword.
(4) Location.
(5) Salary range.
(6) Application deadline.
(c) Job postings.--A posting for a job opening shall include
at least the following insofar as the information is available
from the employer:
(1) Job title.
(2) Available date of job opening.
(3) Location of job opening.
(4) Job application deadline.
(5) Required work experience.
(6) Required educational level.
(7) Required professional certification or license.

(8) Brief description of position.
(9) Salary, wage information and applicable benefits.
(10) Application instructions for position.
(11) Name and contact information of individual to whom
inquiries may be directed.
(d) Free service.--PA Second Chance Jobs shall be free of
charge for the public to search for available job openings and
for employers to post job openings.
(e) Accuracy.--The department shall be responsible for
verifying the accuracy of the information submitted to PA Second
Chance Jobs as required under this act.
(f) Annual report.--The department shall compile an annual
report containing statistical data on usage and performance of
PA Second Chance Jobs and submit the report to the Majority
Leader of the Senate, the Majority Leader of the House of
Representatives, the Minority Leader of the Senate and the
Minority Leader of the House of Representatives by January 1,
2021, and each January 1 thereafter.
Section 4. Effective date.
This act shall take effect immediately.
