AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in other required equipment, further providing for
windshield obstructions and wipers; and abrogating
regulations.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 4524(b) and (e)(1) of Title 75 of the
Pennsylvania Consolidated Statutes are amended to read:
ยง 4524. Windshield obstructions and wipers.

(b) Obstruction on side and rear windows.--No person shall
drive a motor vehicle with any sign, poster or other
nontransparent material, including ice or snow, [upon] on the
side wings or side or rear windows of the vehicle which
materially obstructs, obscures or impairs the driver's clear
view of the highway or any intersecting highway. The placement
of a registration permit [upon], window tint, sun screening
devices or other materials as determined by the department that
reduce the amount of light transmittance levels into the vehicle

on the side or rear window of a vehicle shall not be considered
a material obstruction.

(e) Sun screening and other materials prohibited.--
(1) [No] Except as provided in subsection (b), no person
shall drive any motor vehicle with any sun screening device
or other material which does not permit a person to see or
view the inside of the vehicle through the windshield, side
wing or side window of the vehicle.

Section 2. All regulations and parts of regulations are
abrogated insofar as they are inconsistent with this act.
Section 3. This act shall take effect in 60 days.
