AN ACT
Making appropriations from the Tobacco Settlement Fund for the
fiscal year beginning July 1, 2019, and for the payment of
bills incurred and remaining unpaid at the close of the
fiscal year ending June 30, 2020.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
PART I
PRELIMINARY PROVISIONS
Section 101. Short title.
This act shall be known and may be cited as the Appropriation
Act of 2019 - Tobacco Settlement Fund.
PART III
TOBACCO SETTLEMENT FUND APPROPRIATIONS
FOR 2019-2020
Section 301. Appropriations from Tobacco Settlement Fund.
The following amounts, or as much thereof as may be
necessary, are hereby appropriated from the Tobacco Settlement
Fund to the departments and for the purposes specified in this
part for the fiscal year beginning July 1, 2019, and for the

payment of bills incurred and remaining unpaid at the close of
the fiscal year ending June 30, 2020.
Section 302. Department of Community and Economic Development.
The following amounts are
appropriated to the Department of
Community and Economic
Development: Federal State
For life sciences greenhouses.
State appropriation....... 3,000,000
Section 303. Department of Human Services.
The following amounts are
appropriated to the Department of
Human Services: Federal State
For medical assistance -
Community HealthChoices.
State appropriation....... 132,878,000
For medical assistance - long-
term care.
State appropriation....... 20,908,000
PART V
MISCELLANEOUS PROVISIONS
Section 501. (Reserved).
Section 502. Effective date.
This act shall take effect July 1, 2019, or immediately,
whichever is later.
