AN ACT
Amending Title 53 (Municipalities Generally) of the Pennsylvania
Consolidated Statutes, in miscellaneous provisions, providing
for attendance at meetings.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 53 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
ยง 1143. Attendance at meetings.
(a) Attendance requirement.--A member of the governing body
of a municipal government shall attend a minimum of 50% of the
scheduled public meetings of the governing body in a calendar
year to maintain the member's eligibility to hold the office.
(b) Quo warranto action.--The members of the governing body
may adopt an ordinance instructing the municipal solicitor to
file a quo warranto action in the court of common pleas
requesting to remove a member who fails to meet the attendance
requirement under subsection (a).
(c) Excused absence.--A member of a governing body shall be

excused from a meeting of the governing body upon proof that the
member's absence was due to illness or an employment obligation.
The absence shall not count against the member when calculating
attendance under subsection (a).
(d) Vacancies.--Upon removal from office of a member of a
governing body under subsection (b), the office shall be deemed
vacant and filled according to the provisions of the municipal
code governing the municipality.
Section 2. This act shall take effect in 60 days.
