AN ACT
Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
act relating to the public school system, including certain
provisions applicable as well to private and parochial
schools; amending, revising, consolidating and changing the
laws relating thereto," in safe schools, providing for threat
assessment teams.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of March 10, 1949 (P.L.30, No.14), known
as the Public School Code of 1949, is amended by adding a
section to read:
Section 1309.1-A. Threat Assessment Teams.--(a) Beginning
with the 2019-2020 school year, each school entity shall
establish a threat assessment team consistent with the
guidelines issued under subsection (b).
(b) Within one hundred eighty (180) days of the effective
date of this subsection and every three (3) years thereafter,
the office, in consultation with the Department of Corrections,
shall develop and issue guidelines for a threat assessment team

that includes all of the following:
(1) The membership of each threat assessment team.
(2) Responsibilities of each threat assessment team in
identifying threats to the property of a school entity, students
and school employes, including physical vulnerabilities in the
school building, policies and procedures and personnel
responsibilities.
(3) Potential solutions to resolving any threats identified
under paragraph (2).
(4) The frequency with which each threat assessment team
meets.
(5) The frequency with which each threat assessment team
meets the responsibilities under paragraph (2).
(6) The frequency with which each threat assessment team
must report any threats to the office.
(c) Information relating to this section shall not be
subject to the act of February 14, 2008 (P.L.6, No.3), known as
the "Right-to-Know Law."
Section 2. This act shall take effect in 60 days.
