AN ACT
Amending Title 18 (Crimes and Offenses) of the Pennsylvania
Consolidated Statutes, in sexual offenses, providing for the
offense of female mutilation.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 18 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
ยง 3132. Female mutilation.
(a) Offense defined.--A person commits the offense of female
mutilation if the person:
(1) knowingly circumcises, excises or infibulates the
whole or any part of the genitalia of a minor;
(2) is a parent of a minor and the parent knowingly
consents or permits the circumcision, excision or
infibulation of the whole or any part of the minor's
genitalia; or
(3) knowingly removes or permits the removal of a minor
