AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in registration of vehicles, further providing for
person with disability plate and placard.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 1338 of Title 75 of the Pennsylvania
Consolidated Statutes is amended by adding a subsection to read:
ยง 1338. Person with disability plate and placard.

(c.3) Placard issuance by legislative district offices.--
(1) Upon request by a legislative district office, the
department shall permit the legislative district office to
issue temporary disability parking placards directly to
individuals. The department shall supply the legislative
district office with training and materials related to
issuing, storing, ordering and returning placards.
(2) A temporary disability parking placard may be issued
upon application by an individual to the legislative district

office. The department shall prescribe the form of the
application. The application must include a statement signed
by the individual asserting that the individual meets the
qualifications of subsection (a) .
(3) A legislative district office shall electronically
submit a copy of the completed application form to the
department to enable the department to update its records to
reflect the issuance of the temporary disability parking
placard.
(4) A temporary disability parking placard issued by a
legislative district office is valid for a period of not more
than six months.
(5) An individual who is issued a temporary disability
parking placard by a legislative district office must
complete and submit to the department a separate application
that contains a health care provider's statement or a
statement from a police officer that the individual is
disabled as provided in subsection (a).

Section 2. This act shall take effect in 60 days.
