A RESOLUTION
Recognizing the month of April 2018 as "Child Identity Theft
Awareness Month" in Pennsylvania.
WHEREAS, According to the United States Postal Inspection
Service, identity theft is America's fastest growing crime; and
WHEREAS, According to the United States Postal Inspection
Service, more than 9.9 million Americans are victims of identity
theft annually; and
WHEREAS, According to the United States Postal Inspection
Service, losses incurred by Americans victimized by identity
theft totaled approximately $5 billion; and
WHEREAS, According to a study conducted by ID Analytics, more
than 140,000 children are victims of identity theft annually in
the United States; and
WHEREAS, The Federal Trade Commission testified before the
Congress of the United States that child identity theft is

especially pernicious because the theft may not be detected
until the child becomes an adult and seeks employment or applies
for a student or car loan; and
WHEREAS, According to the Federal Trade Commission, an
identity thief may steal a child's personal identifying
information to get a job, government benefits, medical care,
utilities, car loans or a mortgage; and
WHEREAS, According to the Federal Trade Commission, misuse of
Social Security numbers can occur in cases where the victim is
as young as 14 years of age; therefore be it
RESOLVED, That the House of Representatives recognize the
month of April 2018 as "Child Identity Theft Awareness Month" in
Pennsylvania.
