A RESOLUTION
Calling on the President and Congress to institute long-term
National Flood Insurance Program reauthorization and
comprehensive reform.
WHEREAS, After a series of Federal funding extensions, the
National Flood Insurance Program (NFIP) administered by the
Federal Emergency Management Agency is set to expire; and
WHEREAS, As the primary source of critical flood insurance
coverage nationwide, NFIP is charged with flood hazard mapping
and mitigation while managing incurred and projected losses for
more than 19,000 participating communities; and
WHEREAS, NFIP solvency, borrowing authority and
sustainability impact other disaster relief programs and affect
the insurance, housing and commercial lending markets; and
WHEREAS, The National Association of Insurance Commissioners
and the Property Casualty Insurers Association of America
support long-term NFIP reauthorization; and
WHEREAS, Advocates of environmental, housing and flood

mitigation organizations support long-term NFIP reauthorization;
and
WHEREAS, As part of NFIP reauthorization and retrenchment,
the Congress of the United States should consider private flood
insurance market expansion, updated risk modeling and improved
alignment of premiums with risks; and
WHEREAS, A legislative scheme should incorporate debt relief,
transparency in the floodplain mapping process and greater
investment in flood prevention and preparedness; and
WHEREAS, A legislative scheme should ensure that state
insurance regulators and insurers have access to NFIP data; and
WHEREAS, A legislative scheme should involve reinstatement of
a prior rule providing for mid-term cancellation of policies;
and
WHEREAS, Congress should consider oversight, community
participation and bureaucratic restructuring to further
strengthen NFIP and address its funding; therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania call on the President and Congress
to institute long-term National Flood Insurance Program
reauthorization and comprehensive reform; and be it further
RESOLVED, That a copy of this resolution be transmitted to
the President of the United States and to each member of
Congress from Pennsylvania.
