A RESOLUTION
Recognizing April 7, 2018, as "World Health Day" in
Pennsylvania.
WHEREAS, "World Health Day" annually focuses on the global
health priorities of the World Health Organization, the United
Nations' directing and coordinating authority for health; and
WHEREAS, April 7, the date of the World Health Organization's
founding in 1948, is set aside for this global observance; and
WHEREAS, The topic for the 2018 "World Health Day" campaign
is universal health coverage; and
WHEREAS, Universal health coverage is about ensuring that all
people have access to quality health services when and where
they need them without suffering financial hardship; and
WHEREAS, Universal health care enables all people to access
services that address causes of disease and death and ensures
that the quality of health services is good enough to improve
the health of the people receiving the services; and

WHEREAS, No individual should have to choose between good
health care and other life necessities; and
WHEREAS, Currently, at least half of the world's population
is unable to obtain essential health services; and
WHEREAS, At least 800 million people, or 12% of the world's
population, spend at least 10% of their household budgets on
health expenses for themselves or family members; and
WHEREAS, Almost 100 million people live in extreme poverty,
surviving on $1.90 or less per day, because they have to pay for
health services; and
WHEREAS, Universal health care is not only about health care
and financing health care systems, but includes the logistics of
running health care systems, training providers to deliver
quality health care, building health care facilities and
communications systems and passing comprehensive legislation to
assure access to and success of health care systems; and
WHEREAS, The House of Representatives joins the World Health
Organization in informing the general public about universal
health coverage and how it can affect people throughout the
world; therefore be it
RESOLVED, That the House of Representatives recognize April
7, 2018, as "World Health Day" in Pennsylvania.
