A RESOLUTION
Directing the Joint State Government Commission to establish an
advisory committee to conduct a study on mental health
services, including the identification and treatment of
mental illness, for individuals under the age of 21 in this
Commonwealth.
WHEREAS, All citizens deserve to be safe in their communities
and, most of all, children deserve to be safe in their schools
to focus on the learning process; and
WHEREAS, Gun violence in the form of mass shootings,
particularly in school settings, suggests, in part, a need to
examine the mental health system to determine if needs are going
unmet; and
WHEREAS, A 2014 study by the Joint State Government
Commission examined the overall system of delivery of mental
health services, focusing largely on the adult and prison
populations; and
WHEREAS, Current mental health needs for individuals under 21
years of age and whether any mental health needs are going unmet

should be studied; and
WHEREAS, Preparations to address unmet needs for mental
health services should be examined before another act of
dangerous behavior caused by mental illness occurs; therefore be
it
RESOLVED, That the House of Representatives direct the Joint
State Government Commission to establish an advisory committee
to conduct a study on unmet needs for mental health services,
including the identification and treatment of mental illness,
for individuals under 21 years of age in this Commonwealth; and
be it further
RESOLVED, That the advisory committee consist of a
representative from each of the following:
(1) The Department of Education.
(2) The Department of Human Services.
(3) The Office of Attorney General.
(4) The Pennsylvania State Police.
(5) The American Civil Liberties Union.
(6) The Rehabilitation and Community Providers
Association.
(7) The School Superintendents Association.
(8) The Pennsylvania State Education Association.
(9) Law enforcement.
(10) A child advocacy group.
(11) A special education advocacy group.
(12) Any other experts who are deemed necessary for the
study by the Joint State Government Commission;
and be it further
RESOLVED, That the Joint State Government Commission submit a
report to the House of Representatives with its findings and

recommendations no later than one year after the adoption of
this resolution.
