A RESOLUTION
Recognizing the reality of food insecurity in Pennsylvania.
WHEREAS, Food insecurity exists and has negative impacts on
Pennsylvanians in all counties and all communities, including
rural, suburban and urban; and
WHEREAS, The lack of access to enough food, at all times, for
an active and healthy life and limited or uncertain availability
of nutritionally adequate foods is linked to ill effects on
children's ability to succeed in school, older adults' ability
to stay healthy and workers' ability to be productive; and
WHEREAS, Food insecurity compels many Pennsylvanians to make
painful trade-offs between purchasing food and meeting other
important needs, including paying for housing, transportation or
medical care; and
WHEREAS, Food and nutrition assistance programs have been
shown to alleviate food insecurity, decrease the incidence of
diet-related diseases, improve the educational outcomes of

students and reduce the number of sick days taken by workers;
and
WHEREAS, Addressing the needs of Pennsylvanians struggling
with hunger and working to eliminate hunger in this Commonwealth
should be a high priority; and
WHEREAS, Pennsylvanians, through their charitable giving,
volunteer efforts and advocacy, provide significant support to a
network of food assistance providers represented by Feeding
Pennsylvania and Hunger-Free Pennsylvania; and
WHEREAS, Bucks County Opportunity Council, Butler County Food
Program, Central Pennsylvania Food Bank, Chester County Food
Bank, Community Food Warehouse of Mercer County, Fayette County
Community Action Agency, Food For Families - Cambria, Greater
Berks Food Bank, Greater Pittsburgh Community Food Bank and
Greater Washington County Food Bank are Feeding Pennsylvania and
Hunger-Free Pennsylvania members; and
WHEREAS, Other Feeding Pennsylvania and Hunger-Free
Pennsylvania members include Indiana County Community Action
Program, Montgomery County Community Action and Development
Commission, Philabundance, Second Harvest Food Bank of Lehigh
Valley and Northeast Pennsylvania, Second Harvest Food Bank of
Northwest Pennsylvania, SHARE Food Program, Weinberg Northeast
Pennsylvania Regional Food Bank, Westmoreland County Food Bank
and York County Food Bank; and
WHEREAS, These organizations and their affiliated network
members work with the Commonwealth to maximize the beneficial
impacts of the Commonwealth's antihunger programs, including the
State Food Purchase Program, Pennsylvania Agricultural Surplus
System and Charitable Food Program of the Neighborhood
Assistance Program; therefore be it

RESOLVED, That the House of Representatives recognize the
reality of food insecurity in Pennsylvania; and be it further
RESOLVED, That the House of Representatives express its
appreciation to the many Pennsylvanians who work to help their
neighbors throughout this Commonwealth struggling with food
insecurity, including the workers, volunteers, donors and
advocates of Pennsylvania's food banks, food cupboards, food
pantries, soup kitchens and other food assistance providers.
