A RESOLUTION
Recognizing the month of April 2017 as "Alcohol Awareness Month"
in Pennsylvania.
WHEREAS, Responsible consumption of alcohol by adults 21
years of age or older and a zero-tolerance stance for alcohol
use by underage youths is vital to maintaining a healthy and
responsible citizenry; and
WHEREAS, Alcohol use by young people is dangerous due to the
risks associated with acute impairment and the threat to long-
term development and well-being; and
WHEREAS, It is illegal to serve alcohol to a minor or a
visibly intoxicated patron at any retail operation or
establishment licensed to sell alcoholic beverages; and
WHEREAS, Anyone found guilty of providing alcohol to minors
or to visibly intoxicated patrons faces various penalties,
including an immediate suspension or revocation of the liquor
license or a fine of no less than $1,000 and no more than

$5,000; and
WHEREAS, Adults in this Commonwealth have the authority and
responsibility to provide minors with alternative opportunities
by creating alcohol-free activities; and
WHEREAS, The Pennsylvania beer industry and its beer
wholesale distributors promote responsible drinking by providing
the public and their retail accounts with education and
responsibility measures to ensure that no underage youth has
access to beer products; and
WHEREAS, This Commonwealth encourages residents to refuse to
provide alcoholic beverages to underage youths and to take the
necessary steps to discourage the illegal and unhealthy practice
of underage drinking, including reporting illegal drinking to
local police; therefore be it
RESOLVED, That the House of Representatives recognize the
month of April 2017 as "Alcohol Awareness Month" in
Pennsylvania; and be it further
RESOLVED, That the House of Representatives discourage the
use of alcohol by minors under the legal age of consumption and
exhort all residents of this Commonwealth to refuse to provide
alcoholic beverages to underage youths and to take the necessary
steps to discourage this illegal and unhealthy activity.
