AN ACT
Amending Title 61 (Prisons and Parole) of the Pennsylvania
Consolidated Statutes, in miscellaneous provisions relating
to inmate confinement, providing for phone calls at State
correctional institutions.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 61 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
ยง 5908. Phone calls at State correctional institutions.
(a) Primary caretaker parents.--Notwithstanding any other
provision of law, a State inmate shall have the right to make,
without expense to the State inmate, one telephone call each
month to a child of the State inmate if, prior to incarceration:
(1) The State inmate was the primary caretaker of the
child.
(2) The child lived with the State inmate.
(b) Construction.--Nothing in this section shall be
construed as prohibiting other phone calls by State inmates in
