AN ACT
Amending Title 35 (Health and Safety) of the Pennsylvania
Consolidated Statutes, providing for school emergency medical
training and establishing the School Emergency Medical
Training Program.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 35 of the Pennsylvania Consolidated
Statutes is amended by adding a chapter to read:
CHAPTER 53A
SCHOOL EMERGENCY MEDICAL TRAINING
Sec.
53A01. Definitions.
53A02. School Emergency Medical Training Program.
§ 53A01. Definitions.
The following words and phrases when used in this chapter
shall have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Bleeding control." The methods and protocols recognized by

Stop the Bleed campaign that are used to help stop an individual
from bleeding.
"Department." The Department of Health of the Commonwealth.
"Professional employee." As defined in section 1101(1) of
the act of March 10, 1949 (P.L.30, No.14), known as the Public
School Code of 1949.
"Program." The School Emergency Medical Training Program
established under section 53A02(a) (relating to School Emergency
Medical Training Program).
"School entity." An area vocational-technical school, a
charter school, a cyber charter school, an intermediate unit, a
nonpublic school or a school district.
"Stop the Bleed campaign." The national awareness campaign
administered by Federal agencies, nonprofit organizations and
corporations to encourage individuals to become trained,
equipped and empowered to help in a bleeding emergency.
§ 53A02. School Emergency Medical Training Program.
(a) Establishment.--The School Emergency Medical Training
Program is established.
(b) Administration.--The program shall be administered by
the department for the purposes specified under this section.
(c) Grants.--The department shall issue annual grants to a
school entity to:
(1) Purchase bleeding control equipment.
(2) Provide bleeding control training to professional
employees, including training on the use of bleeding control
equipment purchased under paragraph (1).
(d) Application procedures.--The department shall, by
regulation, promulgate procedures, rules and forms necessary to
implement the program.

(e) Application form.--An application shall be made to the
department in the form and manner as the department promulgates
by regulation.
(f) Regulations.--The department shall promulgate
regulations to determine the protocols for:
(1) Training, including the use of bleeding control bags
and application of tourniquets. Training shall be conducted
in two to four hour classes. Refresher training shall be
offered at least twice a year. The department shall consider
utilizing or modeling the training methods used by the Stop
the Bleed campaign.
(2) The amount and type of equipment and recommended
placement of equipment in school entities.
(3) Training for individuals conducting the localized
training for professional employees.
Section 2. This act shall take effect in 60 days.
