AN ACT
Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
act relating to the public school system, including certain
provisions applicable as well to private and parochial
schools; amending, revising, consolidating and changing the
laws relating thereto," in safe schools, establishing the
Statewide School Security Advisory Committee and providing
for its power and duties.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of March 10, 1949 (P.L.30, No.14), known
as the Public School Code of 1949, is amended by adding a
section to read:
Section 1303.2-A. Statewide School Security Advisory
Committee.--(a) A Statewide School Security Advisory Committee
is established to provide a comprehensive review of school
safety in this Commonwealth and make recommendations with
particular attention to school safety, gun violence prevention
and mental health.
(b) The committee shall be comprised of the following

members:
(1) The following individuals to be appointed by the
Governor:
(i) Three parents of students attending a kindergarten,
elementary or secondary school in this Commonwealth.
(ii) Two representatives from institutions of higher
education who specialize in school security, violence prevention
or mental health.
(iii) A district attorney of a county in this Commonwealth.
(iv) A representative from a local law enforcement agency
within this Commonwealth.
(v) An architect licensed in this Commonwealth with
expertise in safe school design.
(vi) A representative from a school bus association.
(vii) Four Pennsylvania high school students to serve as ex
officio members.
(2) The following individuals to be appointed by the
Secretary of Education:
(i) Two individuals who work in or with Pennsylvania schools
with expertise in school security, violence prevention or mental
health.
(ii) Two members from the Pennsylvania Association of School
Administrators or the Pennsylvania School Boards Association.
(iii) Four representatives who are teachers, staff members
or nurses in a kindergarten, elementary or secondary school in
this Commonwealth.
(3) Two individuals who have expertise in mental health
treatment in this Commonwealth for children and young adults, to
be appointed by the Secretary of Human Services.
(4) One family member of a victim of school-based violence,

to be appointed by the Victim Advocate in the Office of Victim
Advocate within the Pennsylvania Board of Probation and Parole.
(5) The Attorney General or a designee.
(6) The executive director of the Pennsylvania Commission on
Crime and Delinquency or a designee.
(7) The Pennsylvania State Police Commissioner or a
designee.
(c) Appointments to the committee shall be made within
thirty (30) days of the effective date of this section.
(d) The Governor shall appoint the chairperson of the
committee and shall direct the appropriate agency to provide
logistical support for the committee.
(e) The committee shall hold meetings at the call of the
chairperson. The committee may meet and deliberate through the
use of technology or in person.
(f) The work of the committee shall focus primarily on the
following distinct areas:
(1) Safe school design and operation.
(2) Gun violence prevention.
(3) Mental health and wellness.
(g) The committee shall:
(1) Review laws, policies and practices in order to make
recommendations intended to reduce the probability of mass-
casualty violence at and around schools in this Commonwealth.
(2) Analyze past efforts of the office, school districts and
individual public or private schools in this Commonwealth to
address school safety.
(3) Recommend measures to be taken by the office and public
or private schools to improve school safety.
(h) The committee shall receive testimony and provide

recommendations, as appropriate, to all of the following:
(1) The office.
(2) The Pennsylvania State Police.
(3) Public schools, including charter schools, and private
schools.
(i) The committee shall issue an interim written report and
a final report to the Governor and the General Assembly. The
interim report shall be filed within two hundred seventy (270)
days of the effective date of this section, and the final report
shall be filed within two (2) years of the effective date of
this section.
(j) As used in this section, the term "committee" shall mean
the Statewide School Security Advisory Committee.
Section 2. This act shall take effect in 30 days.
