AN ACT
Amending Title 18 (Crimes and Offenses) of the Pennsylvania
Consolidated Statutes, in firearms and other dangerous
articles, providing for Gun Violence in Schools Advisory
Committee.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 18 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
ยง 6126.1. Gun Violence in Schools Advisory Committee.
(a) Establishment.--The Gun Violence in Schools Advisory
Committee is established.
(b) Membership.--The Gun Violence in Schools Advisory
Committee shall consist of the following members:
(1) The Secretary of Health or a designee.
(2) The Secretary of Education or a designee.
(3) The Director of the Pennsylvania Emergency
Management Agency or a designee.
(4) The Commissioner of Pennsylvania State Police or a
designee.

(5) Three members appointed by the Attorney General of
the Commonwealth.
(6) The following members appointed by the Governor:
(i) Two educators.
(ii) Two mental health professionals.
(iii) Not more than six members who must be:
(A) Members of the Pennsylvania District
Attorneys Association.
(B) Members from the United States Bureau of
Alcohol, Tobacco, Firearms and Explosives.
(7) One member appointed by the President pro tempore of
the Senate.
(8) One member appointed by the Minority Leader of the
Senate.
(9) One member appointed by the Speaker of the House of
Representatives.
(10) One member appointed by the Minority Leader of the
House of Representatives.
(c) Duties.--The Gun Violence in Schools Advisory Committee
shall:
(1) Study the safety and security of the public schools
of this Commonwealth.
(2) Draft a best practices strategy for public schools
to use in order to secure the infrastructure and management
of the public schools of this Commonwealth.
(3) Identify resources to create a grant program for
public schools to access in order to have access to
additional resources to fund public school security plans.
(d) Compensation.--Members shall serve without compensation
at the pleasure of the respective appointing authority but shall

be reimbursed for expenses related to service on the Gun
Violence in Schools Advisory Committee.
(e) Terms.--Members or their designees shall serve a term of
office of two years. A vacancy shall be filled by the appointing
authority.
(f) Chairperson.--The Governor shall appoint the chairperson
of the Gun Violence in Schools Advisory Committee. The advisory
committee may elect additional officers as it deems necessary.
(g) Report.--The Gun Violence in Schools Advisory Committee
shall make initial recommendations within six months of the
formation of the advisory committee and issue an annual report
with recommendations addressing the issue of gun violence and
prevention in public schools of this Commonwealth to the
Governor, the Senate and the House of Representatives.
(h) Expiration.--This section shall expire December 31,
2028.
Section 2. This act shall take effect in 60 days.
