AN ACT
Abolishing numerous State authorities, boards, commissions,
committees, councils and representatives; and making related
repeals.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. State authorities, boards, commissions, committees,
councils and representatives abolishment.
The following State authorities, boards, commissions,
committees, councils and representatives, as established by law,
are abolished:
(1) The Interagency Coordinating Council within the
Department of Education.
(2) (1) The Advisory Committee on Probation within the
Pennsylvania Board of Probation and Parole.
(3) The Health Careers Leadership Council within the
Pennsylvania Center for Health Careers within the Department
of Labor and Industry.

(4) (2) The Industrial Resource Center Strategic
Advisory Board within the Department of Community and
Economic Development.
(5) (3) The Interstate Rail Passenger Advisory Council
created under the Interstate High Speed Rail Passenger
Network Compact.
(6) (4) The joint committee to review the cost-of-living
supplements under 24 Pa.C.S. § 8348 (relating to supplemental
annuities) and 71 Pa.C.S. § 5708 (relating to supplemental
annuities).
(7) (5) The legislative representative for collective
bargaining appointed under section 214 of the act of August
5, 1941 (P.L.752, No.286), known as the Civil Service Act.
(8) The committee established under 65 Pa.C.S. §
13A10(d) (relating to registration fees; fund established;
system; regulations) to establish lobbying disclosure
regulations.
(6) THE WEATHER MODIFICATION BOARD WITHIN THE DEPARTMENT
OF AGRICULTURE.
(9) (7) The Pennsylvania Public Television Network
Commission.
(10) (8) The Pennsylvania Quality Leadership Awards
Council.
(11) (9) The Small Business Advocacy Council within the
Department of Community and Economic Development.
(12) (10) The Tobacco Use Prevention and Cessation
Advisory Committee within the Department of Health.
(13) The Voting Standards Development Board within the
Department of State.
Section 2. Repeals.

Repeals are as follows:
(1) The General Assembly declares that the repeals under
paragraph (2) are necessary to effectuate the provisions of
this act.
(2) The following acts and parts of acts are repealed:
(i) Article XXVIII-C of the act of April 9, 1929
(P.L.177, No.175), known as The Administrative Code of
1929.
(ii) Section 204 of the act of June 3, 1937
(P.L.1333, No.320), known as the Pennsylvania Election
Code.
(iii) (I) Section 214 of the act of August 5, 1941
(P.L.752, No.286), known as the Civil Service Act.
(II) SECTION 3 OF THE ACT OF JANUARY 19, (1968) 1967
(P.L.1024, NO.449), ENTITLED "AN ACT PROVIDING
TEMPORARILY FOR THE REGULATION AND LICENSING OF RAIN-
MAKING ACTIVITIES; CREATING A WEATHER MODIFICATION BOARD
WITHIN THE DEPARTMENT OF AGRICULTURE AND DEFINING ITS
POWERS AND DUTIES; IMPOSING POWERS AND DUTIES ON THE
DEPARTMENT OF AGRICULTURE AND CERTAIN OTHER STATE
AGENCIES; AND PROVIDING PENALTIES."
(iv) (III) Sections 2 and 3 of the act of November
20, 1968 (P.L.1075, No.329), referred to as the Public
Television Network System Law.
(v) (IV) Section 3 of the act of December 18, 1979
(P.L.566, No.130), entitled "An act amending Titles 24
(Education) and 71 (State Government) of the Pennsylvania
Consolidated Statutes, further providing for a cost-of-
living increase to annuitants."

(P.L.755, No.77), known as the Tobacco Settlement Act.
(xii) Section 302(a)(3)(v.1) of the act of December
18, 2001 (P.L.949, No.114), known as the Workforce
Development Act.
(xiii) (XI) 61 Pa.C.S. § 6123.
(xiv) 65 Pa.C.S. § 13A10(d).
Section 3. Effective date.
This act shall take effect in 60 days.
