AN ACT
Amending Title 23 (Domestic Relations) of the Pennsylvania
Consolidated Statutes, in support matters generally, further
providing for publication of delinquent support obligors.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 4309(b) of Title 23 of the Pennsylvania
Consolidated Statutes is amended and the section is amended by
adding a subsection to read:
ยง 4309. Publication of delinquent support obligors.

(a.1) Required publication.--Each county, through its
domestic relations section, shall publish the names, photographs
and amount of arrearages of delinquent support obligors who are
in arrears 12 months or more in a newspaper of general or
special circulation in the county. Publication shall take place
in January and June of each year.
(b) Immunity.--The county, its officials and newspapers
shall be immune from any and all criminal and civil liability as

a result of the publication of names and identities under
subsection (a)[,] and names, identities, photographs and amounts
of arrearages of support obligors under subsection (a.1),
unless the publication is a result of intentional misconduct by
the county, its officials or newspapers.
Section 2. This act shall take effect in 60 days.
