AN ACT
Amending the act of April 9, 1929 (P.L.177, No.175), entitled
"An act providing for and reorganizing the conduct of the
executive and administrative work of the Commonwealth by the
Executive Department thereof and the administrative
departments, boards, commissions, and officers thereof,
including the boards of trustees of State Normal Schools, or
Teachers Colleges; abolishing, creating, reorganizing or
authorizing the reorganization of certain administrative
departments, boards, and commissions; defining the powers and
duties of the Governor and other executive and administrative
officers, and of the several administrative departments,
boards, commissions, and officers; fixing the salaries of the
Governor, Lieutenant Governor, and certain other executive
and administrative officers; providing for the appointment of
certain administrative officers, and of all deputies and
other assistants and employes in certain departments, boards,
and commissions; providing for the regulation of pari-mutuel
thoroughbred horse racing and harness horse racing
activities, imposing certain taxes and providing for the
disposition of funds from pari-mutuel tickets; and
prescribing the manner in which the number and compensation
of the deputies and all other assistants and employes of
certain departments, boards and commissions shall be
determined," in powers and duties of the Governor and other
constitutional officers, of the executive board and of the
Pennsylvania State Police, further providing for Pennsylvania
State Police.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 710(i) of the act of April 9, 1929

(P.L.177, No.175), known as The Administrative Code of 1929, is
amended and the section is amended by adding a subsection to
read:
Section 710. Pennsylvania State Police.--The Pennsylvania
State Police shall have the power and its duty shall be:

(i) To collect information relating to crimes and incidents
related to the race, color, religion or national origin of
individuals or groups, which shall be reported monthly by all
local law enforcement agencies and the State Fire Marshal. Any
information, records and statistics collected in accordance with
this subsection shall be available for use by any agency
required to furnish information, to the extent that such
information is reasonably necessary or useful to such agency in
carrying out the duties imposed on it by law. The Commissioner
of the Pennsylvania State Police may, by regulation, establish
such conditions for the use or availability of such information
as may be necessary to its preservation, the protection of
confidential information, or the circumstances of a pending
prosecution[.];
(j) To establish a fee schedule for services rendered to
municipalities having a population in excess of ten thousand or
a population density in excess of one hundred sixty persons per
square mile which rely on the Pennsylvania State Police as the
primary police agency. Fees shall not be established for
specialized police services available to all municipalities,
only for primary police services in municipalities without the
protection of an organized police department. The fees shall be
paid into the General Fund.
Section 2. This act shall take effect in 60 days.
