AN ACT
Amending the act of May 29, 1956 (1955 P.L.1804, No.600),
entitled, as amended, "An act providing for the establishment
of police pension funds or pension annuities in certain
boroughs, towns and townships; authorizing the establishment
of police pension funds or pension annuities by regional
police departments; providing for the regulation and
maintenance of police pension funds or pension annuities;
providing for an actuary; continuance of existing funds or
transfer thereof to funds herein established; prescribing
rights of beneficiaries; contributions by members; providing
for expenses of administration; continuation of existing
authority to provide annuity contracts; credit for military
service; refunds; exempting allowances from judicial process;
and repealing certain acts," providing for part-time service
credit.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of May 29, 1956 (1955 P.L.1804, No.600),
referred to as the Municipal Police Pension Law, is amended by
adding a section to read:
Section 4.1. (a) A member of the police force employed by a
borough, town, township or regional police department, who has
been a regularly appointed full-time employe of the political
subdivision or regional police department for a period of at
least six months and who, prior to that period, was a member of

the police force on a part-time basis, shall have his employment
record for pension or retirement benefits credited with the time
spent in part-time service.
(b) An ordinance or resolution establishing a police pension
fund may provide full service credit for each full year or
partial year of part-time service, not to exceed five years, to
a member of the police force who was employed by the political
subdivision or regional police department during the part-time
service. The amount due for the purchase of credit for the part-
time service shall be computed by applying the average normal
cost rate for borough, town, township and regional police
pension plans as certified by the Public Employee Retirement
Commission, not to exceed ten per centum, to the member's
average annual rate of compensation over the first three years
of municipal service and multiplying the result by the number of
years and fractional part of a year of creditable part-time
service being purchased together with interest at the rate of
four and three-quarters per centum compounded annually from the
date of initial entry into full-time municipal service to the
date of payment.
(c) A member of the police force shall be eligible to
receive service credit for part-time service as provided under
subsections (a) and (b) if the member is not entitled to
receive, eligible to receive, now or in the future, or is
receiving retirement benefits for the service under a retirement
system administered and wholly or partially paid for by another
governmental agency.
Section 2. This act shall take effect in 60 days.
