A RESOLUTION
Directing the Legislative Budget and Finance Committee to study
Commonwealth expenditures for salaries and other compensation
and benefits of members of State boards and commissions.
WHEREAS, The Commonwealth has enacted a multiplicity of
statutes that establish a wide variety of independent,
departmental and advisory boards and commissions; and
WHEREAS, These boards and commissions play a significant role
in the administration of State programs and services in the
areas of transportation, public health, public assistance,
education, natural resources, labor, law enforcement,
agriculture, commerce and revenue; and
WHEREAS, Responsible government requires an examination of
such boards and commissions to determine if board and commission
members' salaries and other compensation and benefits are unduly
costly or provide minimal value in relation to cost for the
taxpayers of this Commonwealth, particularly in light of current
economic conditions and budgetary constraints; and
WHEREAS, A calculation of the costs borne by the Commonwealth

for the salaries and other compensation and benefits for board
and commission members is essential for the purposes of
identifying excessive costs, inconsistencies in compensation
policies and procedures and cost variations among the various
boards and commissions; therefore be it
RESOLVED, That the Senate direct the Legislative Budget and
Finance Committee to conduct a study of the Commonwealth's
independent administrative boards and commissions, departmental
boards and commissions and advisory boards and commissions,
under 71 Pa.C.S. ยง 5301(a)(5), (6) and (7), to determine the
amounts expended by the Commonwealth for salaries and other
compensation and benefits for the members of the boards and
commissions; and be it further
RESOLVED, That the study shall include a comprehensive
listing of Commonwealth expenditures during the previous five
years for salaries and other compensation, including expense
reimbursements, benefits and retirement benefits of members of
the boards and commissions; and be it further
RESOLVED, That the Legislative Budget and Finance Committee
report its findings to the Senate within six months of the
adoption of this resolution.
