AN ACT
Designating the section of Pennsylvania Route 849 in Newport,
Perry County, as the United States Navy Petty Officer 1st
Class A. Louis De Lancey Memorial Highway.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. United States Navy Petty Officer 1st Class A. Louis
De Lancey Memorial Highway.
(a) Findings.--The General Assembly finds and declares as
follows:
(1) A. Louis "Lou" De Lancey was born March 8, 1936, in
Newport to Sherman and Dorothy Adams De Lancey.
(2) In June 1954, De Lancey joined the Navy and served
aboard the USS Midway and the USS Hanson during the Korean
War era.
(3) While aboard the USS Midway, Petty Officer De Lancey
assisted in the evacuation of more than 18,000 civilians and
15,000 of Chiang Kai-shek's Nationalist troops to Formosa,
now known as Taiwan, as they fled from the Communist People's

(4) In recognition of his service, Petty Officer De
Lancey received the China Service Medal, the Good Conduct
Medal and the National Defense Service Medal.
(5) Petty Officer De Lancey was a lifelong member and
Post Commander of William H. Saylor VFW #34, Newport American
Legion Post #177, Commander of the Perry Council VFW,
cofounder and President of the Perry County Sailors
Association, a member of the USS Midway Veterans Association,
a member of the Navy Club of the USA and was inducted to the
Chapel of the Four Chaplains Legion of Honor in 2003 for his
work with the Korean War Veterans Recognition Ceremony.
(6) In addition to his military service, Petty Officer
De Lancey was a member of the Loyal Order of Moose Lodge #925
and the Plumbers and Pipefitters Local Union #520.
(7) After a courageous battle with cancer, Petty Officer
De Lancey passed away on February 23, 2014, at 77 years of
age.
(b) Designation.--The section of Pennsylvania Route 849 in
Newport, Perry County, is hereby designated as the United States
Navy Petty Officer 1st Class A. Louis De Lancey Memorial
Highway.
(c) Signs.--The Department of Transportation shall erect and
maintain appropriate signs displaying the name of the highway to
traffic in both directions on the highway.
Section 2. This act shall take effect in 60 days.
