AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in registration of vehicles, providing for a
special spay and neuter plate.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 75 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
ยง 1369.3. Special spay and neuter plate.
(a) General rule.--The department, in consultation with a
humane foundation, shall design a special spay and neuter
license plate.
(b) Issuance.--The department shall issue the registration
plate for a passenger car, motor home, trailer or truck with a
registered gross weight of not more than 14,000 pounds.
(c) Fees.--A one-time fee of $30, which shall be in addition
to the annual registration fee, shall be collected by the
department for each plate issued under this section.
(d) Proceeds.--All proceeds received by the department under

this section shall be distributed to a humane foundation to be
allocated as grants to nonprofit shelters and humane
organizations throughout this Commonwealth for the purpose of
offering veterinary clinics for spay and neuter programs.
(e) Definitions.--As used in this section, the term "humane
foundation" means a n organization located in a county of the
third class in southeastern Pennsylvania, funded through
charitable donations and bequests and solely dedicated to the
purpose of supporting effective programs, services and
organizations that help animals in need both in this
Commonwealth and across the United States.
Section 2. This act shall take effect in 60 days.
