INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
SEPTEMBER 21, 2016
A RESOLUTION
Designating the week of September 18 through 24, 2016, as "Child
Passenger Safety Week" in Pennsylvania.
WHEREAS, Every year, thousands of children are tragically
injured or killed in car crashes; and
WHEREAS, According to the National Highway Traffic Safety
Administration (NHTSA), car crashes are the leading cause of
death for children up to 12 years of age; and
WHEREAS, According to NHTSA for every hour in 2014, there
were 109 children involved in a car crash, and approximately 13
of those children were either injured or killed; and
WHEREAS, Chances of major injuries and death can be greatly
reduced when younger children are placed in properly installed
car or booster seats and older children wear seat belts; and
WHEREAS, Providing safety information and car seat

instructions for parents and caregivers is crucial to saving
young lives; and
WHEREAS, Studies have shown child safety seats, when properly
installed, can reduce the risk of deaths of infants by 71% and
toddlers by 54%; and
WHEREAS, For rear-facing car seats, the most common misuse
relates to the recline angle, which should be more than 30
degrees for children under 1 year of age; and
WHEREAS, For forward-facing car seats, loose installation
that allows the seat to move more than two inches sideways,
forward or backward when pushed or pulled at the belt path is
the most prevalent misuse; and
WHEREAS, For booster seats, lap belts are commonly improperly
placed across a child's abdomen or ribcage; and
WHEREAS, In 2014, approximately 24% of children between 4 and
7 years of age were prematurely transitioned to seat belts and
9% were left unbuckled; therefore be it
RESOLVED, That the House of Representatives designate the
week of September 18 though 24, 2016, as "Child Passenger Safety
Week" in Pennsylvania to draw attention to this critical issue;
and be it further
RESOLVED, That parents and caregivers need to make certain
that children are properly buckled up on every trip, every time;
and be it further
RESOLVED, That parents and caregivers need to be aware that
the proper use of car seats and seat belts save lives and offer
the best protection for children in car crashes.
