A RESOLUTION
Commending and congratulating the Honorable Luis Felipe "Phil"
Restrepo upon becoming the first Hispanic American to be
appointed to the United States Court of Appeals for the Third
Circuit in Pennsylvania.
WHEREAS, On Monday, January 11, 2016, the United States
Senate confirmed Judge Luis Felipe Restrepo to the United States
Court of Appeals for the Third Circuit; and
WHEREAS, Upon such confirmation, Judge Restrepo became the
first Hispanic-American Federal judge from Pennsylvania on the
United States Court of Appeals for the Third Circuit; and
WHEREAS, Judge Restrepo is well qualified for this
appointment, having served the public with distinction in a
variety of roles at the bar and on the bench, including:
Assistant Defender with the Defender Association of
Philadelphia; Assistant Federal Defender in the Eastern District
of Pennsylvania; United States Magistrate Judge in the Eastern
District of Pennsylvania; and, in his current role, United

States District Judge in the Eastern District of Pennsylvania;
and
WHEREAS, At all times, as a Federal district judge, a Federal
magistrate judge and in all other aspects of his career, Judge
Restrepo has conducted himself honorably, served the residents
of this Commonwealth with prudence and integrity and
consistently demonstrated an unwavering commitment to the cause
of justice; and
WHEREAS, The House of Representatives have no doubt that
Judge Restrepo will continue to serve the residents of this
Commonwealth and of the United States Court of Appeals for the
Third Circuit in the same manner; therefore be it
RESOLVED, That the House of Representatives commend and
congratulate the Honorable Luis Felipe "Phil" Restrepo on his
confirmation to the United States Court of Appeals for the Third
Circuit.
