1073 so that the amendment offered does not result in a net
increase in the total proposed spending contained within Senate
Bill No. 1073. Any amendment, as prepared by the Legislative
Reference Bureau, must be submitted to the Office of the Chief
Clerk within two hours of the adoption of this temporary rule.
Debate on any debatable question related to Senate Bill No.
1073 shall be limited to five minutes each time a member is
recognized. On the bill, a sponsor of an amendment shall be
entitled to be recognized twice, a maker of a debatable motion
shall be entitled to be recognized twice, any other members
shall be entitled to be recognized once.
Senate Bill No. 1073 shall be considered on three different
days. All amendments made thereto shall be printed for the use
of the members before the final vote is taken thereon, and
before the final vote is taken, upon written request addressed
to the presiding officer by at least 25% of the members elected
to the House, Senate Bill No. 1073 shall be read at length.
Senate Bill No. 1073 shall not become law unless, on its final
passage, the vote is taken by yeas and nays, the names of
persons voting for it and against it are entered on the Journal,
and a majority of the members elected to the House is recorded
thereon as voting in its favor. (Constitution, Article III,
Section 4).
Members shall be notified when Senate Bill No. 1073 is
scheduled to be voted on second and third consideration. A
change in the printer's number as a result of third
consideration shall not require an additional notice of final
passage. Senate Bill No. 1073 may not receive action on final
passage until at least six hours have elapsed from the time the
bill and its amendatory language was available to the public.
