A RESOLUTION
Urging the Federal Aviation Administration to promulgate
regulations and rules to protect Americans from the use of
drones capable of inflicting harm or invading privacy.
WHEREAS, The Federal Aviation Administration (FAA) has
oversight of all aerial vehicles, including drones and other
unmanned aerial vehicles, flying or navigating in the National
Airspace System; and
WHEREAS, The FAA is significantly behind schedule on
promulgating regulations and rules regarding the safe use of
drones and other unmanned aerial vehicles; and
WHEREAS, On January 26, 2015, a small drone, undetectable by
radar, unexpectedly landed on the White House lawn; and
WHEREAS, Businesses and civilians have begun using drones for
commercial and recreational uses, respectively, but rules have
not yet been issued to ensure safety and privacy; and
WHEREAS, Drones, which may be GPS guided and equipped with a
lethal explosive device, may be capable of inflicting harm or
operated in a manner that invades the privacy of Americans; and

WHEREAS, It is time for the FAA to expedite the issuance of
regulations and rules to ensure that drones are airworthy, that
pilots are properly trained and can only operate in specific
areas and spaces, that drones do not interfere with other air
traffic and that the use of drones capable of inflicting harm or
illegally invading privacy is prohibited; therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the FAA to promulgate
regulations and rules to protect Americans from the use of
drones capable of inflicting harm or invading privacy; and be it
further
RESOLVED, That the FAA regulations and rules restrict the
purchase by the general public of any drone capable of carrying
and delivering a lethal explosive or otherwise dangerous device
by requiring registration of manufacturers, registration of
sales agents, registration of distributors and purchasers,
inspections and cataloging for at least one year and by
prohibiting resale with penalties for violations; and be it
further
RESOLVED, That the FAA regulations and rules distinguish
between an unmanned aerial vehicle considered to be a toy and a
drone capable of carrying and delivering devices capable of
causing harm, destroying property or invading the privacy of
others and distinguish between an unmanned aerial vehicle
considered to be a toy and one capable of taking professional
photographs and videos; and be it further
RESOLVED, That the FAA regulations and rules require any
unmanned aerial vehicle manufactured for professional use to
have a code number, electronic kill frequency and registry of
the drone's inventors for background check purposes; and be it
