A RESOLUTION
Urging the Department of Education to ensure that all
instruction and assessment used to fulfill health and
physical education course completion requirements and
achievement of the health and physical education standards
for students in grades seven through twelve are provided by
teachers certified in health and physical education by the
Department of Education; and urging the Department of
Education to prohibit school districts from allowing student
participation in a physical activity to account for any
portion of planned instruction in physical education.
WHEREAS, 22 Pa. Code Ch. 4, which establishes the
Pennsylvania Academic Standards for Health, Safety and Physical
Education, requires planned instruction that enables students to
achieve objectives aligned with these standards and assessments
to measure student achievement of those objectives; and
WHEREAS, Health and physical education teachers are certified
by the Department of Education to instruct and assess students
in grades seven through twelve in the attainment of goals
aligned with the Pennsylvania Academic Standards for Health,
Safety and Physical Education; and

WHEREAS, According to the Department of Education, 22 Pa.
Code does not permit waivers for students from the requirements
of the Pennsylvania Academic Standards for Health, Safety and
Physical Education due to participation in a physical activity
because physical activity is only one component of physical
education; and
WHEREAS, However, numerous school districts are violating the
provisions of 22 Pa. Code Ch. 4 by allowing student
participation in a physical activity, such as interscholastic
sports, band or ROTC, to count as part of the planned
instruction in physical education; and
WHEREAS, To ensure students in this Commonwealth have the
knowledge on how to achieve and maintain a healthy lifestyle, it
is imperative that students are meeting the Pennsylvania
Academic Standards for Health, Safety and Physical Education;
therefore be it
RESOLVED, That the House of Representatives urge the
Department of Education to ensure that all instruction and
assessment used to fulfill health and physical education course
completion requirements and achievement of the health and
physical education standards for students in grades seven
through twelve are provided by teachers certified in health and
physical education by the Department of Education; and be it
further
RESOLVED, That the House of Representatives urge the
Department of Education to prohibit school districts allowing
student participation in a physical activity to account for part
of the planned instruction in physical education.
