A RESOLUTION
Honoring Representative Rosita Youngblood for becoming the first
African-American female to hold a leadership position in the
history of the General Assembly.
WHEREAS, Representative Youngblood graduated from Antioch
University in 1985 with a bachelor of arts degree in human
services; and
WHEREAS, Prior to holding public office, Representative
Youngblood began her public service career as an active
community advocate and legislative aide in Philadelphia; and
WHEREAS, Representative Youngblood was first elected to
represent the 198th Legislative District of the House of
Representatives in a special election on April 19, 1994; and
WHEREAS, In 2008, Representative Youngblood was elected
President of the National Foundation of Women Legislators; and
WHEREAS, In 2011, Representative Youngblood was appointed

Democratic Chairwoman of the Gaming Oversight Committee of the
House of Representatives; and
WHEREAS, Representative Youngblood is the First Vice
Chairwoman of the Philadelphia Democratic Party and previously
served as the First Vice Chairwoman of the Philadelphia County
Democratic Executive Committee for eight years; and
WHEREAS, Representative Youngblood is the Democratic Ward
Leader of Philadelphia's 13th Ward and the Block Captain of the
4600 Block of Morris Street; and
WHEREAS, Representative Youngblood is the founder of Women
for Women; and
WHEREAS, Representative Youngblood serves as a board member
of the Lucien Crump Educational Foundation and Creative Urban
Education Systems; and
WHEREAS, Representative Youngblood contributes to various
community organizations, such as the Philadelphia Political
Congress of African American Women, 2000 African American Women,
and Friends of Fernhill Park; and
WHEREAS, On November 12, 2014, after her election to the
House of Representatives for an 11th term, Representative
Youngblood was elected by the members of the House Democratic
Caucus to serve as the Democratic Caucus Secretary, becoming the
first African-American female to hold a leadership position in
the history of the General Assembly; and
WHEREAS, The month of February is observed as Black History
Month in this Commonwealth in order to celebrate the historic
accomplishments of the African-American community; therefore be
it
RESOLVED, That the House of Representatives honor
Representative Rosita Youngblood for becoming the first African-
