AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in licensing of drivers, further providing for
issuance and content of driver's license.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 1510 of Title 75 of the Pennsylvania
Consolidated Statutes is amended by adding a subsection to read:
§ 1510. Issuance and content of driver's license.

(b.1) Free identification card for a homeless individual.--
The department shall issue an identification card at no cost to
any person ten years of age or older who is homeless and who has
made application therefor in such manner as the department shall
prescribe. The department may require additional documentation
to verify the homeless status of an applicant. For the purposes
of this subsection, the term "homeless" shall have the meaning
given to it in section 103 of the McKinney-Vento Homeless
Assistance Act (Public Law 100-77, 42 U.S.C. § 11302).

(b.2) Free identification card for an individual in
poverty.--The department shall issue an identification card at
no cost to any person ten years of age or older who is a member
of a household in poverty and has made application thereof in
such manner as the department shall prescribe. The department
may require additional documentation to verify an applicant's
poverty status. For the purposes of this subsection, the term
"poverty" shall mean a household with total income at or below
the poverty guideline, adjusted for household size, as published
annually by the United States Department of Health and Human
Services in the Federal Register.
(b.3) Free identification card for a disabled individual.--
The department shall issue an identification card at no cost to
any person ten years of age or older who is considered disabled
as described in subsection 1338(a) (relating to person with
disability plate and placard) and has made application thereof
in such manner as the department shall prescribe. The department
may require a health care provider's statement as described in
section 1338(c) to verify an applicant's disabled status.

Section 2. This act shall take effect in 60 days.
