LICENSURE, IN SENATE, AS AMENDED, MAY 10, 2016
AN ACT
Amending the act of May 3, 1933 (P.L.242, No.86), entitled, as
amended, "An act to promote the public health and safety by
providing for examination, licensing and granting of permits
for those who desire to engage in the profession of
cosmetology; defining cosmetology, and regulating cosmetology
salons, schools, students, apprentices, teachers, managers,
manicurists and cosmetologists; conferring powers and duties
upon the Commissioner of Professional and Occupational
Affairs of the Department of State; providing for appeals to
certain courts by applicants and licensees; and providing
penalties," further providing for student practice upon the
public for pay prohibited.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 7 of the act of May 3, 1933 (P.L.242,
No.86), referred to as the Cosmetology Law, amended June 30,
1984 (P.L.479, No.100), is amended to read:
Section 7. Student Practice upon the Public for Pay
Prohibited.--It shall be unlawful for any school of cosmetology
to permit its students to practice cosmetology upon the public

under any circumstances except by way of clinical work upon
persons willing to submit themselves to such practice after
having first been properly informed that the operator is a
student. [No school of cosmetology shall, directly or
indirectly, charge any money whatsoever for treatment by its
students and shall only charge the reasonable cost of materials
used in such treatment.] A school of cosmetology shall be
permitted to charge the public a reasonable fee , AS APPROVED BY
THE BOARD, for cosmetology services performed by students in
their clinical training and education.
Section 2. This act shall take effect in 60 days.
